Most countries have rules about weeds and pests in rural areas.
For example in NSW, the Australian state that is the size of Germany and France combined, these rules mean landholders must take steps to control the spread of weeds under a Biosecurity Act and they must limit unwanted drift of pesticides under the Environmental Protection Act.
Together there is quite a lot of control on actions that might give the neighbour a hard time, the state helping landholders get an invite to pizza night.
